Abstract
Setup admins have more responsibilities than other users. The Setup admin-specific responsibilities are to create, share and receive Templates, create and monitor Connectors and create Configs. By doing so, they enable other users to create ILAP exchange agreements (IEAs). This means that every organization needs to have at least one Setup admin.
The main responsibilities of the Setup admins in chronological order: Create/receive template and create connector whereafter configs are created, enabling users to create IEAs.
Create, share and receive a Template
A Setup admins first needs to create Template with the ILAP Terms to be transferred. This template needs to be shared with the another tenant, the tenant that you want to exchange data with. The Setup admins in both tenants can now make the two matching Configs that IEAs require. Creating templates also includes setting the content control of the fields for which the content control is defined on Template level.

Create Connector
The Setup admins must create Connectors to all the data-sources the Service shall use in transfers. For example, you may have 2 out of 3 Safran databases defined in ILAP Data Exchange (IDE), but if you want to transfer to/from your 3rd database, a Connector must be added.
When a Connector has been created, IDE needs to retrieve all ScheduleIDs and Code sets from the database. This requires the Setup admins to use the “Persist” button in the Desktop Application. When this action has been completed, the connector can be used.

Create Config
Setup admins in both the tenants that want to exchange data, must create a Config between the Connector and the Template. It is only when two compatible Configs are in place, that regular users can create an IEA. This means that the configs on each end match in terms of direction (one sending and one receiving) and contain the same template.
When a config is completed, the combination of the Template and the Connect is available to select while creating an IEA.
